Location and attacking clarification

Need clarification on attacking and turf location. I thought u can't attack someone within 1000 miles of your location or turf. As far as I understand it I travel 2000 mile in a certain direction place turf there I can attack everyone within my location and my turf placement 2000 miles away. If some has turf within this area should I not be able to attack them aswell? I only ask because I have turf over 1000 miles north of my current location and I can capture someone elses turf because my turf is right next to it but I can't attack them as they also have turf in Europe 10000miles away and I guess that is their last location. I just find it funny when I go to their profile page it says I'm to far away to attack but I go straight to his turf and it says capture

My thoughts are if I have turf on the east and west coast of australia and the USA for instance I should be able to attack anyone in both those countries.

Don't know about Aussie but US is over 1000 miles from coast to central region.

La to new york about 2400. Australia east to west coast about 2200 miles
