Why am I paying upkeep costs for a turf with no defensive upgrades?

No, I think it's cops. One screen says it's upkeep and the other says it's cops. But I lost capo in one area and started paying the same thing. Thanks.

go to missions. At the top is "police relations" hit the top button and it'll take you to where you pay once a week.
