I accidentally took capo from someone and before I had a chance to tears down they proceeded to cap most of my turf in the area. My question really is when someone takes capo from you do you give them a warning or do u immediately cap teir turf?

If you are hopping through somewhere, the polite thing to do is give the capo a heads up before you hop through their town. If you might take their capo temporarily, then let them know that. They then have the option to increase their inf first or temp lose it. Since they know you are hopping, you are coming (if they are cool with that) then they probably won't cap you.

On a related note: what's the etiquette if you want to move permanently into an area and are going to take the Capo simply by influence? The current Capo has low influence (50) and just adding a few turf is going to snatch his Capo away. Am I obligated to tell him so he can increase influence if he wants? I don't want any bad blood, but really ... 50 inf?

Forgot to say that this person has only 50 inf in that one area, but has substantially more in another area...with a well-armed mob. So, he has the ability to attack and if not win, at least hurt me pretty bad.

Well, why not PM him then ,. It's not that hard to.
Personally, I don't really Care if I'm not capo (though I am in most of the towns I'm in) ... But I know a lot of people like to be.
I'd just give him a quick message if I were you mate.

Thanks. I don't really care about being Capo either, but unless he increases that's going to happen. I'll try sending him a message so he has the opportunity if he wants it.
