Depends on your targets influence, I believe. Something like caps out at 10% of their influence.

Hopefully someone that knows exactly what it is will post.

I hit limit at 90 off swagger. He had about 9000 turf at the time.

It depends on a lot of different factors, but only nick knows the exact formula. You can estimate half a person's level, but it is rarely that high. Typically the bigger the gap in stats between you & the person you are capping, the less the person with the higher stats can cap.

So say I have a guy that's about the same as me with around 1,500 mob but with him like 6k influence and me at 3k could I take four 86 influence turf from him in one day?

The number of turf you can cap from someone will not change whether you are capping 1 inf or 86 inf turf from them. If they are over level 50 (no 10% rule), then it's a safe bet that you can cap 4.
