I am almost positive there are benefits, but when I took a second city I couldn't see one? Is there a benefit? If so what is it?

The only benefit is you dont have to pay protection in that city.

How can I become capo of another borough? Do I have to own more turf in the area or just have more influence or is it depending on who has the higher level?
