Why am I paying upkeep on capped turfs

Most of my turfs have an upkeep that I cannot get rid of. They are not paying protection to another player or the cops thye just seem to come that way eblhen I capture them. Amlost half of my earnings are going to these phantom upkeeps. Any ideas?

I'm sorry I just looked again and it's protection to thecops that is draining me. Why would that happened If I never initiated it?

Are you capo in the area where the capped turfs are? Also, turf debts come with the turf. After the server syncs everything up, it will go away after a while. Usually 10-30 minutes.

Go to mission window and pay off the cops at the top.
