  Look, the simple answer is if you get caught capping inactives you get attacked.

  One player had over 100 turf in 2 cities. Now he is located in rural Australia. He has a 13k mob and he was punished for doing it.

  Do not cap turfs that have 84 influence!!!

  These turfs can be farmed!!!!

  Without upgrades!!!

  I only cap inactives to get left over turf loot.
