Someone, level 74 has just built turf near me, turf count is 272. Does that mean they have bought like 150 or more using don points or am I missing something?

Could be. There's really only one way to cheat in this game and that's gps spoofing wit jailbroken device. There is no cheat for turf building, attacking, etc.

I'm level 73 and have 200 turf limit from don points.

My goal is 500. And it's easily attainable just by dropping ten bucks a month on this game.
