I bought it with game $ but it still say overall they are suspicious. I'm only in the city I payed for. Any help?

I'm pretty sure they changed it to be that only the capo has complete immunity in the city where they are doing missions. Even if you pay them off they will be watching you. Big brother is everywhere!!😱
