Build up alliances with tougher players in the area and build your turfs near him. This will
boost income and have the effect that bullies will be less likely to get anywhere near your turf. But this doesn't give you a chance to make an excuse to annoy higher players because there's nothing stopping them from attacking directly. Hope this helps
