So a couple of weeks ago some random person joined a vendetta against me that pushed the valence against me. When I asked him why he didn't respond. The other day I was in his area and surrounded him and can wipe him out in a couple of hours. Is this too much on my end? What would a more experienced player do?

If someone tries a random Fight v me or one of my turfs they generally lose, I then hit them 3 times back as a future warning.

Random vendetta opportunism is much more serious though, I'd hit him as hard as I could.

Did this random person start the vendetta or was just recruited by the person who started it? It does make a difference. I would definitely take a few turfs just to emphasize there are consequences to ones' actions.
Remember there is a player cap limit not sure if it's a set number or a percentage of the other player's turfs...just that it's really annoying.

it says that they joined a vendetta agaisnt them. Not that they made it. But when someone that doesn't even bother to answer a simple question....hit them n hit them hard...the cap limit is annoyin (just agreeing) 😝

I took enough turfs that he deleted his others. His new turfs have names like 'psi is gay' etc, LoL.
