Paying for upkeep?

Why is my property (The Farm-84) paying for upkeep? I have no security purchased but it's losing 11k to the "Cops."

Any ideas? Thanks...

Have you built it in area you are nit capo of?? If so you will pay police protection. Go to missions n top of the screen is a tab saying get police protection; click it n check.

So, in conclusion: if you're not Capo of an area, you MUST pay the Cops, correct? I paid them off (for 72k) and the fee disappeared, for now at least (there's a countdown for 1week).
