Not buy upkeep weapons?
Place as much turf as you can in busy areas preferably over turf with less than 86inf? That way you can get protection too

1. Build turf in crowded areas (preferably where 4-5 turf overlap) but not overlapping anyone with over 86 turf as you will pay them protection
2. Build all turf upgrades to 86 inf but do not buy defensive upgrades
3. Buy more turf limit with the don every few days and repeat
4. Buy global police protection from the don each week
5. Every month calculate average income (gross income in "Your Turf" screen, divided by number of turf) ... sell off any turf that's below average income and build in more crowded areas.
6. Get used to hopping to new towns just to build in crowded areas.

Nice list. Police protection with don points or cash?
Also, I'm confused on getting turf past 30.... I'm lvl 14 and there aren't any other ug.

You can only buy global police protection with don points or a consiglieri.

If "ug" means upgrades, you don't unlock all non-loot upgrades until you reach level 30.
