I initially thought the answer to this was "all of them!" but lately I have been rethinking this.
What properties offer the most income for the lowest cost?
Most influence at lowest cost?
Most defense at lowest cost?
And what combinations of properties offer the combined best value for income, influence, and defense?! My spreadsheets are getting messy trying to figure this out!

Defense is worthless. It adds very little value for what it costs. Your player stats are best for defense. A large mob with maxed out armor and lots of miniguns.
The best areas to build in are those that are nearest other players and over smaller turfs to milk them for protection money.

Gambling den. You can place just it add you will have about 9.5k

I don't see why you wouldn't use 4x razor wire, it always seems to mean a positive net gain on my turf. Although I'm a little unclear on how that works.

I don't understand it either... One razor wire gave me 5k income. Adding one more made income go down to 3. Wtf? On the turf page it says the more infuence your turf has the more income, but it seems only the first one adds, and the rest are random

Razor wires are definitely worthwhile since each adds 2 influence also.
My turfs are fully built up and then I usually find that it increases their income to remove Graf.

Sometimes it takes a little while to update. Just don't buy defensive upgrades with no influence points and you should be making, not losing money.

Graffiti and Collectors both drop me .2k each one. Which is a lot worse of a net drop then the 800 upkeep cost. Each fence added to my income; it just doesn't add much since the upkeep for everything is jacked I have 255 influence and only bringing home 50k....

The current setup for improvements seems to cause a lot of confusion - so we're going to make an update in the next week or so.
Basically instead of a complex formula, Influence turf upgrades will make you $x each (more if you're in crowded areas).

Nick, will this also change the current location variations:
One turf on the edge of a small Kansas city, makes 4x as much as one in the dead center of crowded dc.
What is considered "crowded"? -
I think a turf in the middle of nowhere makes more because it's not paying protection to anyone
