Is it based on the city you are in or a radius around where you are located or what?

I'm putting my bet on some radius...I'm in San Diego which is a big area and there are quite a few mobs I've found which never popped up in my Find Mobsters page.
This makes me wonder if they actually have to be online at the same time you are...

It's based on distance, not city and they don't have to be online when you are. It jsut uses their last known location.

If they suddenly appear on your list but weren't there before it's because they just started playing or just came into range either because you or they changed location.
