Why is it that it will cost more money 2 defend a turf, than what it acually makes every cycle ?

The cost if the defense upgraded are set but a turfs profit is not. Some turfs make more the others. You probably don't need any defense Rhough, just buy the influence upgraded that generate money and buy police protection for that city on the missions screen. You should see a big boost to your income.
