I'm lvl 46 with 450 miniguns , a level 80 with 3000 miniguns is takeing all my turfs. Clearly there is now way to win, but why are people abled to capture turfs from someone with such a massive difference in levels?

lower your turf's influence so he can't cap it.
then reassess your situation.

Yup this is all u can do ... Go invite more mob ... And sell all items that request u to pay for upkeep :)

My problem is that there's no way to upgrade that much. He has 5000 mob, there's no way to get that many now. He's been around forever.
