I'd just like to add this, im sure people are already aware. Besides the messaging, wait for reply and other techniques, i find it pretty much definate to assume that someone whos turf influence are all 84 is an inactive player, seeing as they havent took advantage of the extra 2 influence gained using a 5th grafiti and 6th collector which was added a copule of updates ago. This is obvious to older players but maybe not so obvious to the newer players who started the game after the update.

Not always. I know some semi-active players that haven't upgraded all their turf.

I don't upgrade all my turf. There is no reason. I have enough influence and money.

I check to see the last time a player created a turf.

Just keep capping them untill you get a wtf message lol
