How come I can't get any more turfs with promotions? The last few promotions I got I couldn't get any new ones.

You get a turf limit increase every three or four levels.

If you have captured overyour limit, your limit stillincreases but youwont be able to place new turf until your limit catches up or you tear downturf to get under your limit.
