I can't seem to figure out why another person at my level seems to have hundreds of high level weapons when I can't seem to scrape the cash together. Theories?

Most of your turfs are not at 86 making the max amount of money, none of them are near crowded areas (the more people near you the more income a turf makes), and two of your turfs are paying protection to another player.

also try not to buy any defensive upgrades on turfs. They're just a waste on money
