So according to many posts in a straight attack vs defence you need roughly 30% more RPGs/armour than the defender has miniguns/armour...however I just got attacked and lost twice by someone with 960 RPGs/armour vs my 830 miniguns/armour which is nowhere the aforementioned +30% adv...so would it be fair to conclude that attack/defence points are more significant than previously thought?

That is within the acceptable attack ratio. Had he attacked you 4 more times, he would have likely lost 3 of those 4 fights.
Solution: Mob up.
1. If you had another 20 mobsters properly armed, he would have lost.
2. Are you in a vendetta? -
The 30% basically means you stop losing fights. Anthying under 30 the higher chance you have to lose.
He was at +15%, if he attacked more he'd be losing more often, they just got two lucky wins.

I don't remember if I posted this before but: My guess is the way combat works is that with equal attack to their defense you would win 50% of the time. If you have more attack then they have defense then it takes the difference in percentage and adds that to your probability of winning.
So if your attack is 30% greater then their defense you have an 80% chance of winning. Mob is a descent guide because most people have the correct armaments for their mob and it's easier to calculate but it's attack/defense that really matters and mob's just part of that equation.
Attack/defense points just get put on top of your stats, as confirmed by Nick in other threads. So it remains mostly useless. Probably, in most cases where a person thinks they should be winning but aren't it's because they're not calculating their opponents stats correctly.
