Turf: area controlled?

Hi, if the max influence a turf can have is 84, how do you increase it's area controlled. I've read the max area controlled per turf is 1.1 miles, so once you have max influence why does it sometimes stay at still 0.1 miles controlled fir that turf?

I've seen people with 84 inf turfs that only control 0.1 miles? How do these turfs get up to 1.1 mile control stat?

There is no 1.1.
