No, that's just called capping. There may be some fighting surrounding the capping, possibly upgrading it to a battle, but not a war. I would say that a war involves more than 1 week & multiple vendettas. I'd probably call a single vendetta, lasting a week, a battle.

Yes a war would involve several players on both sides, I have seen a war going for a few months now a few truces called to build income and turfs back up then it's on again
