Something about paying some sort of fee for capping some one too much? How do you know how much is too much and how do you know how much your paying?

It's not a new rule it's been around as long as I've been playing...If you take to much turf from a single player in a town (I think you need to leave 10% of players turf) then everyone in that area loses income....

It's called resistance. It's been around forever. If more than 30% of your turf comes from one player you'll have to paye resistance.
