How do I create turfs outside my base? Or how do I increase the space that I can build around my base.

You can only build near an existing turf, or your current location.

Go to turf tab, locate where you want to build, Push the + button at top right. You can build anywhere in the green circles. If you don't see green circles, you are not looking at your turf, or location.
