Tear down turf

I'm pretty stuck on here and can't move about anymore, my question is if I tear down all my turfs what impact will that have on my weapons as I won't be able to afford the up keep on them

You would most likely go into negative income and it would eat away at any money reserves you have. How fast that would happen would depend on the upkeep amount, level of reserves and how many of the turfs you rip down.
It would make you mobile again but I advise caution. If you go into the red it can be difficult to get back out again. Possibly even to the point where a reset is the only feasible option!
