Can someone tell me again what makes a state capo? Or point me toward the thread that I know exist but can't find.

Just an area that doesn't cone up as being recognized as being part of a city.

It's more of a glitch. Google maps doesn't always provide city data.

Using dickdragon as an example, his profile says he is the capo of NY, but on his turf list he has no star by NY, so I assumed it was a state capo, But he doesn't have that much turf in the state(in comparison).

He is however the capo of "rural areas".
