People can attack you by searching, through looking through possibly a mutual friend you two have as well maybe?

California should not be able to reach PA. Attack distance is 994 miles.

They may have bases in Cali but that does not mean that's where they are.

Or they could be in Cali and have bases within reach of you. You can attack up to 994 miles from where either you or your bases are.
