Please help I don't know how to make them pay if they are no t the capos because I already pay protectiononey to someone else

Bilbo,
You need to gain a significant presence in that area and build up your respective turf influence to a minimum of 84 (indicated on the top right of your screen above your money amount). Once you have managed to get your area's circle to overlap the center of someone else's circle, then they will automatically pay you protection. This is how it works, I believe.

You don't have to have a significant presence and the turf does not need to be 84 inf. to collect. Just a higher inf. thanthe one you want to collect from.

But be careful who you try to collect from. If they are stronger than you they might try to capture your turf.
