Is there a penalty for being in the ER then? If not, additional health points just increase the amount of times you can be attacked and as a result the amount of $$$'s you lose.

I think the real reason you increase health is related to vendettas

My health is high so I can attack more times b4 having to heal myself... Even if someone is in the E.R. you can still attack their turf for money....

High health makes you more useful in a Vendetta for both attack and defense.

Means one stays alive longer! Most people want that~especially mobsters.
