A) The target, does the entire vendetta defend or just the player you are attacking?

B) You are not the target, but just attacking a Vendetta member?

I'm not 100% sure of this because I haven't tested it...but these are the answers of how I understand it's supposed to work...

a) all of the vendetta members would defend against your attack.

b) only the target would defend.

B) you get an advantage due to their vendetta penalty
