Which is best to build up you turf or place your money with weapons to cover your mob when you are starting out like me? 1000 plus mob and 13 turfs. My income at this point is limited.

Always build turf. Turf is income.

If you are worried about getting capped, you can build out of the way from other players.

18 inf will make their money back in 36 hours or less. So even if you have to tear down and relocate after a few days, you still made money.

All allowable turf should be built to this level if you are new and growing.
