Newbie that needs a question answered. Why am I paying police bribes on a new turf? Does this have to do with being busted on missions? Is it best to pay for protection? Thanks in advance.

Yes. Pay with in game money at first until you get turfs in multiple cities.

Protection lasts a week and usually pays for itself in a few hours (do the math). Police costs represent losses associated with busts and other business slowdowns. You still get busted doing missions (maybe not as much)
