Is there anyway to place turfs anywhere out of your turf limit? If not is there a way of expanding ur turf limit?

I don't believe that it's currently possible to drop a new turf if you are at or over your limit. I think if there were a method to doing this, it would be considered cheating, since the programming within the game prevents you from dropping new turfs above your limit. If you need to expand to reach a new area...your options are either to destroy some of your existing turfs until you are below your limit...or coerce another player into dropping turfs for you to capture and bridge to other areas.
