what happens to weapons that require upkeep and there is not enough cash-flow to cover the costs? do the equipped weapons become ineffective after cash reserves are depleted?

Your $$ go into negatives and you can no longer build or buy.

but can the person still use weapons that they have purchased even though they can no longer afford upkeep? what is preventing a person to save enough cash to equip their mob with laupas and tommys but not have a high enough inf to maintain upkeep?

Because if they were to do that they would never be able to upgrade once they had a larger mob and any hope of moving area would be gone as they would have no $$ to build new turf.

Nothing. Or perhaps common sense? You will still be able to use them.

But you better have a lot of cash on hand, because if you balance goes negative, you're scewed.

In the market, next to buy. There is an option to sell.

Different loot has different levels of unlock. If you loot it before you are at the unlock level, you can not sell it.
