I need your opinion is it fair is someone uses two profiles in order to control a town. The reason I ask is that in my current location I know that a person is using two profiles in order to build influence and control " capo " status.

if he/she is capping the other account......I am sure he/she can get banned for that. Hard to prove tho

You have almost as much mob as they do. Why don't you mob up & cap both accounts?
