Accuracy is GPS accuracy. You can't attack someone far away, so the game wants to know where you are before it will let you attack. To improve signal go outside or sit as close to a large window as possible. Also make sure WIFI is turned on; as turning wifi off in settings disables GPS

Big D is right, except that you can still get your location without wireless if you're using an iPhone.

With my iPhone 3G; when I turn off wifi it shuts off wifi. Give if a try; for some reason they are connected.
