The turf circles are... Out of place??

So i was walking around and i noticed why isn't there any turfs circles around my city, even my turfs aren't showing up

however when i zoomed out i finally saw my turf circles, its in the middle of the ocean...

Now i have to calculate the areas on my own on where to build because i already built many of those turfs near an existing one that has a lot of areas covered...

how can I fix this?
