So, I understand that you ideally want to tax idle players - how do you find patches that haven’t already been gobbled up by the big guys?

Taxing idle players isn’t the best way to make cash, find a family that has fatty farms.
Fattys capture turf over their maximum limit and if you build for them and let them cap they will let you tax their turf.
