You loot turf upgrades from missions, that you can apply to the turf when you're the proper level. Remember to remove it from a turf before you tear it down so you don't sell it

Also be aware there are players that will target loot, loot on turf is fair game. Good rule of thumb is to not put loot out if you don’t want to lose it.
