Can anyone give me a brief on capos.

Whoever has the highest influence in a town has the status of Capo. More specifically, whoever's turf that all resides within any given city's geofence adds up to the highest influence is the Capo of that city.

Also if you are capo, then your police relations in the city are always at a cordial level.
