It says my closest turf is too far away, yet the turf is only 226m SSE of my own turf and have all other requirements completed. OT sure if it's a bug/error?

You have to be very close to a turf to capture it. Maybe try turf hopping closer?

The lower their mob the closet you gotta be, and yes to low of a mob can be impossible to get in range
