Someguy everyday keeps capturing my turfs, I have all defenses brought and he loses every battle but he just persists dealing 5 damage eachtime how do I stop it, it's getting really annoying

Add more mob and arm them. The defensive upgrades aren't really worth it. Sounds like your strengths are pretty close, so more mob/better weapons should do it.

He has more mob than you, but not many weapons. Can you afford to buy body armor? That may be enough to slow him down till you get more mob and weapons.

go to turfwarsdb.com to build mob. You could easily be strong enough to start capping him a just a few days.

And get rid of the defensive upgrades. The extra money will be far better served on weapons and armor.

I think you mean attacking your turfs. If he's losing he can't be capturing them.
