There’s a capo of a city near me who has two turfs that are counted as being within city limits. I placed a turf directly between his two turfs and my turf isn’t considered to be within city limits; it says it’s located in the county the city is in. I’ve noticed that being the capo of a county doesn’t mean you are also the capo of the cities within it, it just means you have the most influence in the countryside parts of the county that are not within any cities. My turf is considered to be in the county and his two are considered to be within city limits when mine is directly between his two turfs. Anyone know what’s wrong or how to fix this?

His turfs were created using a different/older geocoder. It's not that there's something wrong, it's just how it is now versus how it was then.
