Turf influence cap

So I see on the map a lot of turf that seems to be capped at 86 influence, I also see other turf over this limit but very rearly. Is there some sort of cap when you get to that level of influence, how does it work? And why are there so many turf with exactly 86 influence?

86 is the most influence a turf can have using "standard" upgrades.

Using loot upgrades can further increase a turfs influence up to a maximum of 138.
