Multiple Capos in One City?

  Maybe I'm not seeing or understanding this right, but from what I've noticed, multiple people can become capo of the same city depending on the language they've got their phone set in. Look at Vladivostok, Russia, for example. One capo for three different languages (English, Russian, and one other language). What's the deal with that?

  There are often different capos for different geocoders, as well.👉😵
