I used them for a while, but then I realized that it is better to bribe police with cash at the top of the mission screen. I'm saving mine in the long term for when it's harder to manage turf. You can effectively use them in a few different ways, imo:
1. Lower the risk on the Port Heist mission so you can get elite mastery without the hassle of getting busted.
2. Lower the risk of higher-tier missions for mastery if you're a perfectionist like me.
3. Use during loot weeks/new years events/anniversary to easily run loot missions.
4. Boost income of your vast turf empire when you have to spend, I don't know, 10+ minutes bribing the cops and going through all your turf whenever your protection runs out.
