Say if I had a 66 inf turf with a total of 1000 inf that over lapped a 86 inf turf with total of 800, could I still tax that person base of my total inf? I don't wanna waist money making mistakes

Actually in my current situation the enemy has 178 total

It doesn't matter what their total influence is. Only the influence of the turf you wish to tax. If you want to tax and 86 influence turf you will have to wait until you reach level 30 or are otherwise able to create a turf with 87 or more influence.
