Don't think you'll see this often but I got 3 bosses in a row from crack a safe so get cracken

So... I've cracked safes 'til my fingers turned blue, but still no union bosses. Do they come after a certain level? Also: I can't figure out what most of this loot does. I've looked in forum and received only a few answers. Is there somewhere else to go?
