How do you become a capo? Also, does each city have only one capo?

The capo is the player with the most influence (most turfs basically) in the area. Each city has only one capo but due to differences in geocoders, it can appear that a city has multiple capos. For example,

nowhere, Kentucky
Nowhere, Kentucky
No Where, Kentucky.
